The name 'Orochi' does not refer to a single group, but all sorts of people who oppose the government. It's a collective identity for all sorts of rebels that reside within Kenificus Vector, used to simplify matters when it comes to pinning the blame on who performed what crime, as typically it is either a criminal or a terrorist, and the latter would be referred to as a member of Orochi by the government and the general media. The differentiation between the two lies in who or what is attacked. If it is something with no real ties to the government, or there is no sort of message to be left by doing so, it's classified as a regular crime. If it does have some sort of connection, or there is a message being told by the committing of the crime, then it's labeled as a Terrorist act.
As far as their organization is concerned, there usually isn't much in the way of it. Because Orochi is a collective identity, it contains a massive number of people, some individual while some form groups known as 'Cells'. For the most part, there is no standing on which individual or cell is more powerful than the other. The only way to really 'rank' such things is by which has committed more acts; basically which one has the bigger criminal record. For the most part, these random people or cells work individually, but there are times when alliances are formed between members of the Orochi for a common interest.
There are certain groups within Orochi, however, which are held in higher regard than all others. They are known as the Orochi Eight; eight members of Orochi with a more notorious record and the most power out of any of the others. These Eight constantly elude the public's attention, and so their names are unknown. Instead, the government gives them names based on various mythological dragons. Part of what makes these Eight so much more famous than any other member of the Orochi is that they control much larger groups, sects made up of a multitude of individual cells united under a single banner.
